Comprehensive Plan
Franklin County is a rural county comprised of 386 square miles, in which 23,000 to 25,000 (1990 Census) people reside. Because there is no significant concentration of residents in any one area other than the county seat Brookville, a town of fewer than 3,000 persons, service providers have not found it feasible to establish service sites convenient to all of this dispersed population. Our comprehensive plan includes a list of problem statements with recommendations on possible solutions.
